Despite his surface volatility, Trump consistently follows certain patterns of strategic behaviour. We are living through such weeks now. One reason for the overemphasis on right-wing extremism, I believe, is that analysts often mischaracterise armed actors as “hate groups”. Fear of other groups, encroachment of those groups into one’s territory and collapse of confidence in government’s ability to impartially keep the peace are the key factors that provoke communal violence. After 25 years in the military, Dr. David Kilcullen needed a change. When the going gets tough, the mild get going. For a President who spoke blithely on the campaign trail about Japan and South Korea acquiring their own nuclear weapons to deal with Pyongyang, this represents a big step forward. The reason for this change might partly be the new, tougher line on Pakistan adopted by the Trump administration, or a policy shift by the civilian administration in Islamabad. Language policing on social media has not only pushed accelerationist groups underground; it has created a whole new language. More importantly, the move of the USS Carl Vinson aircraft carrier battle group toward Korean waters to deter further missile launches, and the deployment of US air defence systems and special operators in South Korea, showed this was not just talk. His administration also voted for a UN resolution lifting sanctions on Iran before congress had properly begun its review of the agreement. Yet there’s reason to believe Trump may be acting from more than political spite. His prompt response also contrasted with president Barack Obama’s failure to enforce his own “red line” after the vastly more lethal Ghouta attack of September 2013, which killed 1500 and poisoned thousands (the Khan Sheikhoun attack killed 74). His two main (and apparently contradictory) urges — the desire to appear strong, while disengaging from post-9/11 commitments in the Middle East and lopsided (“unfair”) treaty arrangements in Europe and Asia — would be well served by an offshore-balancing strategy, so he may consistently follow it, consciously or otherwise. But, in fact, Syrian use of chemical weapons in the war so far has been highly calculated and strategic. These have been consistent Taliban demands since December 2009, when (as part of the headquarters team in Kabul) I met insurgent leaders who asked for the same deal in almost the same words. That was the year that was – a year of living dangerously. Kilcullen notes that a body of opinion in the US intelligence community, and also, within Israeli intelligence, holds that the threat from Iran has been overstated, that Iran’s ability to dominate the so-called “land bridge” from Afghanistan to the Golan Heights is overblown, and that no regime in Tehran would be suicidal enough to consider a nuclear strike on Israel, Saudi Arabia or any of its other regional rivals. These decisions, over near-unanimous Republican opposition, made the deal a bone of partisan contention from the outset, a problem Obama’s staff exacerbated through a manipulative media campaign that drew harsh criticism when disclosed in 2016. The US President — who campaigned on getting out of Afghanistan as part of a broader policy of extricating America from its Middle Eastern wars of occupation — has been remarkably consistent in fulfilling his campaign promises. And then there were the British history buffs who reminded the world that Afghanistan was indeed the graveyard of empires, so well illustrated in the famous painting of the last stand of the 44th Foot on the bleak hillside of Gandamak during the disastrous retreat from Kabul in 1842. In a 21st century replay of The Great Game, neighbours India, Iran, and Pakistan, and regional powers China and Russia would be tempted take advantage of the vacuum for their own strategic and economic ends, but to would all struggle to fill it. This maximalist approach had obvious adverse consequences in terms of lives lost, funds wasted, credibility eroded and loss of freedom of action (particularly after 9/11, as the US became bogged down in self-inflicted wars of occupation). The growing parallels with ⦠The US is now endeavouring to come to a peace deal with the Taliban, and its efforts are all the more urgent in the wake of President Trumps decision to extricate American troops from this expensive and dangerous entanglement. For most Syrians I’ve spoken to, the idea that anyone engaged in the uprising since 2011 would sit down again under Assad is ludicrous, and many have told me the biggest winner so far isn’t Islamic State but al-Qa’ida, through its Nusra affiliate. As the year draws to a close, our adversary has withdrawn for the long, hot summer, but will return in 2018, and the struggle will continue – as it will throughout the state and indeed the nation as timber, coal and gas corporations, empowered by legislation, trash the common treasury with the assent of our many governments. This week, as Donald Trump announced his decision to withdraw from the Iran nuclear deal and start reimposing sanctions on Tehran, a chorus of condemnation broke out on both sides of the Atlantic. Thus, far from being a purely right-wing phenomenon, rifts within US society that are most stressed by the coronavirus — urban versus rural interests, racial and class tensions, state overreach versus anti-government militancy, far left against alt-right, “collectivist” coastal elites versus rugged individualists in “flyover country” — align with pre-existing grievances. On the Taliban side, winning has always been the ultimate goal but, like other stakeholders, the insurgents have been willing to let the war drag on without a resolution. Thus, for the coalition, given the open-ended nature of the Afghan commitment, the focus has been on calibrating troop levels, expenditure and other inputs to make the effort sustainable for the long haul. So, time will tell, but at this point, colour me sceptical but not entirely cynical about prospects for peace in Afghanistan. In the Middle East the carnage continues. Whether it spreads will depend on level-headed political leadership — and today’s hyper-partisan coronavirus debate offers little hope of that. It also highlighted president Barack Obama’s self-inflicted vulnerability over the deal, which he approved personally as an executive agreement rather than submitting it to the US Senate for formal ratification as a treaty. Hopefully, as with many of Trump’s isolationist initiatives, like climate change, trade, and Iran, less immoderate nations will take no notice and carry on regardless.
